Office Raps Parents of Too-Young Drivers-Parents who knowingly permit to their teen-age offspring to drive without operator's licenses after a South Side girl was struck down by a youthful motorist. Driver of the car was identified as Mike Chokas of 804 Waggoman, a 14-year-old product of a broken home.
