Texas' crime rate is growing four times as rapidly as the state's population rate, Homer Garrison Jr., director of the Texas Department of Public Safety, told more than 400 persons Thursday night at the annual dinner meeting of Longhorn Council of Boy Scouts in Paschal High School's cafeteria. The council presented its highest honor to an adult for aid to youth, the Silver Beaver Award, to four men. Left to right is, Denzil Huff, P. M. Cordell, Tom Tarpool, and Henry Rocke.
