Participants in the ceremony in which a commanding general of the Texas State Guard Reserve Corps retired and another general took his place were, left to right, Texas Adjutant General K. L.. Berry, who represented Governor Shivers; Maj. Gen. Raymond Phelps, the retiring commander; Maj. Gen. Lloyd M. Bentsen Sr., who assumed command, and Brig. Gen. Allen D. Rooke, appointed deputy commanding general.
