    Paul Phillips, left, of Dallas, of the food distribution branch of Production and Marketing Administration for the U. S. Department of Agriculture, and Robert M. Fielder of Abilene, a West Texas Chamber of Commerce committeeman, draw up plans for a campaign to sell the surplus supply of low-grade beef in Texas. A united campaign to boost the sale of lo-grade beef on consumer and retail levels will be staged during August and September on a state, regional and local level.
