A. F Temple, head of the Texas Department of Public Safety driver's license division, right, defended City Corporation Court W. H. Gilmartin's policy for handling cases involving motorists whose licenses expire before they get a new one. With him were Captain J. C. Ownby, supervisor of the driver's license division in Northeast Texas, center, and Lieutenant J. B. Hart, assistant to Captain Ownby.
