    Participants in the awarding of West Texas Chamber of Commerce plaques to Albany, Eastland, Breckenridge and Amarillo, winners in the Fundamentals of Citizenship contest sponsored by the WTCC, here Friday were, left to right, Fred Husbands, who as WTCC manager presented the awards; Congressman Walter E. Rogers of Pampa, who accepted the plaque for Amarillo; Congressman Omar Burleson of Anson, who accepted for Breckenridge; H. J. Tanner, Eastland Chamber of Commerce manager, who acted for his city, and J. Carter King, Albany Chamber of Commerce director, who received the award for his city.
