    This photograph of traffic congestion early morning at Henderson and West Lancaster, looking south, shows graphically why motorists must inch along at the heavily-traveled intersection. Complete revision of traffic light system and artery improvements will produce a smoother, faster traffic flow and prevent such congestion elsewhere if the needed funds are approved by voters in the city bond election September 11.
