Fort Worth City Council budget hearing with (left to right) Councilmen Henry Woods, Marvin D. Evans, L. C. Trimble, Roscoe Carnrike, and E. S. Birdsong. Clipping reads: "Councilmen Woods and Carnrike faced each other across the City Council table at the height of a tense hearing on the 1941-1942 city budget. Woods included criticism of City Manager Bothwell in his attack on the proposed 8-cent tax increase in the budget, with Carnrike undertaking to defend the manager." Published in the Fort Worth Star-Telegram evening edition, September 17, 1941.
