Description
Earl O. Mills, of Saint Louis, Missouri, is explaining one of the engineering maps prepared under his direction preparatory to the drafting of a zoning ordinance for Fort Worth, Texas. Mr. Mills reported on the progress of the zoning studies at a joint meeting of the City Council and the Planning and Zoning Commissions at City Hall. Mr. Mills is holding a ruler up to the map. He is wearing a three piece suit, with tie and pocket watch tucked in his vest. He has on dark, round-rimmed spectacles.
