    Guests at an appreciation dinner at the Blackstone Hotel for State Highway Commissioner Reuben Williams, of Fort Worth, Texas, and his predecessor, Harry Hines (right), of Wichita Falls, Texas, included, left to right, J. A. Elliott (district engineer of the Federal Public Roads Administration), D. C. Greer (state highway engineer) of Austin, Texas, and Mr. Hines. Mr. Hines is looking over a map of the state highway system as his two companions look on. They are seated at a dinner table covered with an array of plates, drinks and food. In the middle of the table is a flower arrangement. The three men are dressed in suits.
