    E. T. Stearns, left, regional director of the F. H. A., and A. A. Lund, president of Chamber of Commerce, and Joe Driskell, right inspecting low-cost housing unit that will go on the tax rolls as a homestead rather than a tax-free government housing project as part of new FHA plan whereby a builder may take title to the property and sell for little or no down payment. Joe Driscoll is welcoming them into the house, which is in the 4000 block of Lovell street, one of more than 100 being planned and erected by several contractors.
