Westover Hills City Hall dedication attendee Charles F. Roeser, a Westover Hills commissioner and master of ceremonies for the event. He is standing next to the American flag. The flag at the rear containing a portrait of the late Colonel F. C. Harrington is a floral tribute to the national WPA director who broke ground for the Town Hall project. Published on November 8, 1940.
