Tarrant County, Texas is conducting their peace time registration of youths for the draft. Cecil R. Monaghan, of Wichita Falls, Texas, is shown registering on the left. The man on the right is a chief registrar. Cecil is a twenty-one year old senior at Texas Christian University. He is dressed in a button-up shirt and a blazer. Published Fort Worth Star-Telegram Evening Edition October 17, 1940.
