At Selective Service Instruction School -- Major Q. C. Taylor of Austin, Texas, is the head of the legal department for the draft organization in Texas. He is shown conducting the school of instructions for draft board members at the Forty-eighth District Courtroom in Fort Worth, Texas. Major Taylor is standing at the judges bench, holding a piece of paper. He is dressed in a three piece pinstripe suit. Published in The Fort Worth Star-Telegram morning edition, October 12, 1940.
