Cattle Director's Meeting at Eagle Pass, Texas was attended by Dolph Briscoe, left, of Uvalde, Texas and Joaquin Belloc Cuellar. The men are standing next to each other. Briscoe is wearing and three piece suit, Ceullar is wearing kahki long sleeve top and pants. Both are wearing hats. Published in the Fort Worth Star-Telegram morning edition, November 19, 1941.
