At Pecos Valley Livestock Meeting -- Standing left to right, Roy Halloway and Sam Preston at the Pecos Valley Livestock Protective Association annual meeting. Mr. Preston is an inspector for the Texas Livestock Sanitary Commission. Both men are wearing suits and hats. They are holding plates of food.
