The seventh annual rodeo and horse show is being held in Midland, Texas. In the past, Hillery Bedford headed the parade committee and planned the opening day parade. This year, Mr. Bedford asked for time off and is enjoying the festivities as a spectator. He is sitting on a wicker chair, smoking a cigarette. He is dressed in a cowboy hat, striped button-up shirt, and trousers. There is a bulletin board with fliers in the background.
