Waterway officials inspecting lakes around Fort Worth Texas. Mr. Carter junior in a boat with a waterway official inspecting the lake. The sailor is dressed in a suit and tie with a hat while Mr. Carter Jr. is wearing a long sleeve shirt with tie and pants. He has the sleeve of his shirt folded into a three quarter sleeve. He also has his left hand resting on the sailors chair while the sailor is seated and driving the boat. In the background, the boat controls are visible and there are windows with the curtains opened with a view of the lake.
