N. T. Underwood (left), Coleman Chamber of Commerce manager, and H. H. Scott, Coleman, Texas, city commissioner, watching power shovels excavating for the Hord's Creek Dam spillway. The dam is expected to be completed some time in 1948, creating a lake two miles long. Both men are wearing suits, hats and eyeglasses.
