She is issuing a poll tax to Mrs. J. I. Short. Four unidentified men are standing in the background. Mrs. Carroll is wearing a button-up blouse and a skirt. She is sitting at a desk that has a sign attached to it that reads, "Pay Poll Tax Here." Mrs. Short is dressed in a collared blouse, blazer, and a skirt.
