Voters are rushing to the Tarrant County Courthouse to pay their poll tax for the upcoming local election. Serving the waiting line is Mrs. M. E. Carroll, deputy tax collector. She is issuing a poll tax to Mrs. J. I. Short. Four unidentified men are standing in the background. Mrs. Carroll is wearing a button-up blouse and a skirt. She is sitting at a desk that has a sign attached to it that reads, "Pay Poll Tax Here." Mrs. Short is dressed in a collared blouse, blazer, and a skirt.
