The first absentee voter at the Tarrant County Court House is receiving his ballot. Standing in the County Clerk's office left to right are, Billie Conn, absentee voter, and E. H. Raines. Mr. Conn is wearing a polka-dot dress shirt, necktie and trousers. Mr. Raines is dressed in a gingham button-up shirt, necktie, and trousers. There is a cabinet and a bookshelf in the background.
