Billy D. Hawley (center) is standing at the counter to pay his poll tax of $1.75. Mr. Hawley is a military veteran. He fought in the Italian campaign and lost a leg after lying wounded for 24 hours on a battlefield. He is dressed in a collared shirt and a pinstripe suit.
