Shown here is Judge E. W. Frost. He is a municipal court judge, Kansas City, Missouri and chairman of the committee of improvement of traffic courts in the American Bar Association. He is in Fort Worth, Texas to discuss a traffic safety campaign recently conducted by the Fort Worth Lions Club. His home city was safest in the nation from 1939 to 1940. However, traffic deaths in 1946 have already surpassed the 1945 total. This increase in consistent with the national increase. Judge Frost is listing ways to improve traffic safety. He is dressed in a double breasted pinstripe suit with a pocket square. Published in the Fort Worth Star-Telegram morning edition, November 26, 1946.
