Major Hartwell M. Elder, of San Antonio, Texas, procurement planning officer of the Quartermasters Corps, whose territory includes Texas, Oklahoma, Arizona, New Mexico and Colorado, arrived in Fort Worth, Texas, to make a tour of the major industrial plants in the city. He is pictured standing against a wall, in a half-length portrait, facing slightly left. He is wearing a pinstripe suit and holding a cigarette in his right hand.
