Left to right: Paul F. Watson, Lieutenant John R. Dowdy, In back -- H. G. Shoemaker, water company employee and son Steve. Because no water came from some 550 water taps in the Ridglea neighborhood, many residents took wash tubs to the Texas Water Company water tower. Mr. Watson and Lieutenant Dowdy came for drinking and bathing water after a home painting job. Mr. Watson is wearing a t-shirt, vest and trousers. Lieutenant Dowdy is wearing a sleeveless t-shirt and trousers. Mr. Shoemaker is helping the men fill their wash tub. His son, Steve, is sitting on the pipe. Steve is wearing a straw cowboy hat, a button-up shirt and trousers. There are several automobiles and houses in the background.
