General Hilldring is the new assistant secretary of state. He is dressed in his military uniform. Mr. Foster is demonstrating his fishing gear. He is wearing a hat, button-up shirt, and trousers. The men are planning to take their wives fishing on a lake on Foster's ranch, located southwest of Fort Worth, Texas.
