    Two brothers-in-law are discussing an upcoming fishing trip. They are, standing left to right, Major General John H. Hilldring and J. E. Foster Junior. General Hilldring is the new assistant secretary of state. He is dressed in his military uniform. Mr. Foster is demonstrating his fishing gear. He is wearing a hat, button-up shirt, and trousers. The men are planning to take their wives fishing on a lake on Foster's ranch, located southwest of Fort Worth, Texas.
