Rouer and Birdsong are shown turning over $2,000,000 dollars in negotiable airport and street improvement bonds to Mr. Graham. The three are conducting business in front of Mr. Graham's desk. Mr. Graham and Mr. Birdsong are seated in chairs while Mr. Rouer stands between them holding some documents. On the desk, there is a wide array of papers that the trio sort through. The trio is also dressed in dark suits. Behind them is a large window with the blinds open.
