Description
Five steps mark the route of former service men's disability claims, which the state commander of the American Legion say are being handled too slowly in the Waco Veterans Administration office. A rating board, determining the extent of disability, is shown at work. Its members, left to right, are A. M. Armstrong, Phil Collins and Lieutenant Colonel Hugh C. Brooke. Collins is standing and the other two men are sitting at a desk. Mr. Armstrong and Mr. Collins are wearing suits and Lieutenant Colonel Brooke is wearing his military uniform. On the back wall is a poster of the human skeletal system.
