Description
Five steps mark the route of former service men's disability claims, which the state commander of the American Legion say are being handled too slowly in the Waco Veterans Administration office. Thomas Buckley, messenger boy in the mails and records room and a former Army tank gunner, handles a sheaf of incoming letters in the mails and records room. He is wearing a sweater over a collared shirt and trousers and is carrying a stack of letters.
