Mrs. Gwendolyn Armstrong, secretary to City Manager Sam Bothwell, was observing the completion of 20 years as an employee of the City of Fort Worth, Texas, with seven years of that time spent as chief secretary of the manager. Mrs. Armstrong started working for the city on January 1, 1926. She is sitting at a desk, wearing a floral print dress and pearl necklace. On the desk is a telephone and various notebooks.
