Ralph L. Swallow, a native of Fort Worth, Texas, served overseas with the 30th Infantry Division. The former serviceman, ended his first day as administrator of the city employees pension fund. Mr. Swallow is sitting at his desk and wearing a pinstripe suit. There is a document on his desk labeled "Municipal Finance". Published in the Fort Worth Star-Telegram morning edition, January 3, 1946.
