W. H. Tolbert, assumed duties as special judge of 96th District Court. He is substituting for the ill Judge A. J. Power. Mr. Tolbert was elected by a group of twenty-seven attorneys. He is sitting at a desk on a throne-like chair. He is wearing a three piece pinstripe suit and has a pen in his breast pocket. There is a calendar pinned to the wall over his shoulder.
