Here to co-oporate with Texas county judges and commissioners on highway construction programs are, left to right, Charles E. Simons, Austin, Texas, secretary-manager of the Texas Good Roads Association; John S. Redditt, Lufkin, Texas, chairman of the Texas Highway Commission; and E. C. Woodward, Fort Worth, Texas, engineer-manager of the Fort Worth Expressways, one of the biggest undertakings of the state commission. All three men are standing behind a table, wearing suits.
