General H. H. Arnold and Amon Carter Sr. General Arnold is dressed in his military uniform while Mr. Carter is wearing his suit, tie, inner collared shirt and hat. They are looking at a framed painting of the wall of a nude person. There is a tag attached to the painting which states "air raid precaution". They have their hands on a table stand with a dial round telephone.
