Leaders of waterway development in Texas with three members of the Rivers and Harbors Committee of Congress at a luncheon at Hotel Texas. The luncheon is in honor of the committeemen. Seated left to right are Representative J. J. Mansfield, of Texas, committee chairman; Mayor Roscoe L. Carnrike, Fort Worth, Texas; and Representative William C. Cole, of Missouri. The three men are all wearing suits. On the back wall, at left, is a promotional poster for the purchase of war loans.
