Description
Four leaders of the flood control, navigation and soil conservation program on the lower reaches of the Trinity River were among the first arrivals for a luncheon at Hotel Texas. The luncheon was in honor of members of the Rivers and Harbors Committee of Congress. The four, left to right, are Judge Guy Cade Jackson Junior, J. M. Rich, Grover C. Chambliss, and Dean Tevis. They are all wearing suits.
