Description
Bateman Hardcastle, left, of Houston, Texas, program director of the annual Sea Scout regional regatta, tries the field telephone from headquarters to waterfront to see if it is in proper working order. Jack Joplin, standing, member of the "Jolly Roger" crew from Houston, Texas, looks on. 140 scouts from 13 Oklahoma and Texas cities are attending the regatta. Joplin is wearing his scout uniform and Hardcastle is wearing a dress shirt, necktie, jeans and a yacht cap. They are working at a desk, inside a tent. On the desk is the telephone and clipboards with various papers and documents.
