    Jay W. Paxton has been promoted to captain of the identification bureau. He is replacing H. C. Bishop, who was promoted to inspector of the detective department. Captain Paxton, thirty-eight, served as Bishop's assistant and as acting captain. He has been with the police force twelve years. He is shown sitting at his desk, wearing a dress shirt, necktie, and trousers.
