    Claude Gilmer, of Kerrville, Texas, who spoke at a conference of members of the House of Representatives in Fort Worth, Texas. He is wearing a three-piece suit and standing with his arms behind his back. There is a rolled-up newspaper in his jacket pocket. There are two unidentified men, one sitting on either side of Gilmer. On the back wall are two windows covered with curtains, and at the far right is an American flag.
