Description
James B. Welch, will take office as grand jury reporter under District Attorney-elect Al Clyde. Mr. Welch has reported some of the most famous cases in Texas since he began shortly after World War I. He served as a lieutenant in the field artillery during the first war. He is wearing a dark suit and has his arms crossed.
