Portraying the symbolic role of "Miss Liberty" at a Naturalization Ceremony in the Federal Courthouse is Miss Frances Hicks. She is shown with two of the petitioners for American citizenship: Francis Albert Kinney of Camp Howze in Gainesville, Texas, and Ruth Graham Roberts Webeck of Fort Worth, Texas. Both were formerly British subjects. Mr. Kinney is dressed in a military uniform and holding a small American flag. Miss Webeck is wearing a hat, blouse, and a polka dot skirt. She has daisies pinned to her blouse and is holding a small American flag.
