For his part in raids on Tarawa and Wake Islands last Fall, David E. Hibbard, V-12 trainee at Texas Christian University, is receiving the Air Medal from Lieutenant George C. Decker. Lt. Decker is outside pinning the medal to Mr. Hibbard's military uniform. There are a few chairs in the background.
