Billy Adams, 9, buying dog license from Mrs. Mary Roach Epperley. Billy is shown stretched up over the city tax office counter to get a licence for his dog, "Fido" and Mrs. Epperley is handing the tag to him. The two are smiling widely. Billy is wearing a long-sleeved, striped shirt and a pair of trousers, while Mrs. Epperley is wearing a short-sleeved dress. Billy has one of his hands in his pocket as the other hand is about to grab the tag from Mrs. Epperley.
