Arthur F. Hubbard, left, accepting flag for bond purchases from Colonel Wannie L. Bartley, right commanding officer of the depot, as Major General Richard Donovan looks on. Hubbard is in a double breasted suit, shirt, plaid tie, round framed eyeglass and two pins on his lapel. His right hand is on the American Flag. Colonel Bartley is wearing round framed eyeglasses, military uniform, with ribbon bar, and a mustache. Colonel Bartley is standing behind a podium, with microphone. His right hand is holding the flag. Major General Donovan is in his military uniform, wearing rimless eyeglasses. Behind them are military men, the American flag, and others sitting in chairs on the stage. Published in Fort Worth Star-Telegram, morning edition, April 16, 1944.
