Description
Colonel Herbert Baldwin, left, of the Army Finance Office, is handing Theron C. Bradley of Fort Worth, Texas, the first check to be delivered in Texas to a former soldier under the new mustering-out pay law. The law provides money to servicemen who are returning from war to restart their civilian lives. Colonel Baldwin is sitting on a chair, dressed in his military uniform. Mr. Bradley is sitting next him dressed in a double breasted suit.
