Brown, Tarrant County legal advisor, told the annual convention of the County Auditors Association of Texas Thursday.Tarrant County's financial condition has been improving, he said, because 'it has an auditor and commissioners court able to work together harmoniously.'Brown urged the auditors to work for adoption next year of a state constitutional amendment which would permit the transfer of money from one county fund to another, saying Tarrant County, as an example, would save large sums in interest it pays on overdrafts in some funds while it has other funds in separate accounts which are earning nothing.He also called attention to the fact that Tarrant, like other counties, has road bonds it can redeem if the State will supply the matching funds or refund the state portion.This subject also was discussed at the afternoon session by Joe Nelson of Austin, chief accountant of the board of county and district road bond indebtedness. He said the State was prepared to 'call' approximately $3,000,000 such road bonds for refunding.F. S. Foreman of Beaumont, Jefferson County auditor, was elected president of the association; J. W. Crudgington of Amarillo, Potter County auditor, vice president, and T. B. Walters, Tyler, Smith County auditor, secretary, at the afternoon session.Speakers at the annual banquet Thursday evening at Hotel Texas included District Judge Bruce Young of Fort Worth and Prof. R. E. Jackson of the Texas State College for Women, Denton.The session will end Friday noon after committee reports have been heard, officers installed and committees appointed.C. H. Cavness of Austin, state auditor, told the group that 'the State's business is now the largest in Texas' and that the state treasurer is responsible for more than $350,000,000 in funds. Various state department have invested $79,000,000 of that sum in government bonds since Pearl Harbor, he said.State Comptroller Sheppard told the auditors at the morning session that wartime revenues from some taxes have offset declines in others."Stamped: Star-Telegram Morn.
