J. M. Williams is an auditor for Tarrant County, Texas. He completed the 1944 budget for the county this week and sent it to the State Comptroller in Austin, Texas. Despite a ten-percent rise in county salaries and generally rising costs, the budget showed a $25,000 reduction in operating costs. In addition to setting the annual budget, Mr. Williams is responsible for bookkeeping and checking the legality of every dime spent by the county. He is shown sitting by a bookcase,, reading a book. He is wearing a dress shirt, necktie, and trousers.
