These four men are officers of Civitan International, which began its 1943 wartime conference at Hotel Texas. They are, standing left to right, Oby T. Brewer, Atlanta, Georgia, treasurer; Dr. Harry L. F. Locke, Hartford, Connecticut, president; I. H. Gibson, Nashville, Tennessee, vice president; and Dr. Earl T. Brown, Glendale, California, vice president. All the men are wearing suits and are standing in front of a wall. There is a welcome sign on the wall behind them.
