    Description

    Firemen gardeners W. L. Radford, Captain J. R. Powell and George Ennis are discussing what to plant in their small victory garden that resides in a parkway plot in front of Fire Hall No. 21. Mr. Ennis is bent over slightly, holding a shovel. Mr. Radford is knelt down on one leg. Captain Powell is standing and holding a rake. All three men are wearing trousers, long-sleeve shirts and firemen hats. Captain Powell is also wearing a dark jacket.
