Mark McGee at his desk with a group of unidentified people, likely his staff at the Texas Office of Price Administration (O. P. A.), celebrating his birthday. "Mark McGee, Texas Office of Price Administration director, was besieged by his office force Monday morning when they swarmed around his desk, showered him with gifts, and burst into singing 'Happy Birthday to You.'" Mr. McGee is sitting at his desk with a haul of gifts before him, including a baby doll, a toy "Coke" dump truck, and a toy plane. The office workers are huddled together, standing behind his desk. One of the workers appears to be looking at Mr. McGee affectionately, while another employee appears to be eyeing the toys with envy. However, most of the office workers are smiling and looking at the camera, including Mr. McGee.
